Government of Khyber Pakhtunkhwa – Expression of Interest (EOI)

The Government of Khyber Pakhtunkhwa, through the Local Government Elections & Rural Development Department (LGE&RDD), Khyber Pakhtunkhwa, has invited Expressions of Interest (EOIs) for the hiring of Individual Consultants for the Project Management Unit (PMU) and City Implementation Units (CIUs) under the Khyber Pakhtunkhwa Cities Improvement Project (KPCIP).

The consultants will be engaged for various specialized positions related to procurement and contract management, social safeguards, and environmental safeguards.

Available Positions

1. Procurement and Contract Management Specialist – PMU

No. of Position: 01

📌 Qualification: Bachelor's degree in Civil Engineering, Procurement, Business Administration, Law, Finance, or an equivalent qualification. A Master's degree in the relevant field will be preferred.

Experience: Preferably 12 years of experience in procurement and contract administration, particularly involving FIDIC contract agreements and Government of Pakistan (GoP) and Asian Development Bank (ADB) procurement guidelines for works, goods, and services.

📌 Age Limit: Preferably 35 to 70 years

2. Social Safeguard Specialist – PMU & CIUs

Locations: Abbottabad, Swat, Mardan, and Peshawar

No. of Positions: 05

📌 Qualification: Preferably Master's degree in Social Sciences or an equivalent qualification.

Experience: 12 years of experience in resettlement planning and implementation, preferably on projects financed by multilateral financial institutions.

📌 Age Limit: Preferably 35 to 70 years

3. Environmental Safeguard Specialist – PMU

No. of Position: 01

📌 Qualification: Preferably Master's degree in Environmental Sciences, Civil Engineering, Environmental Engineering, or an equivalent qualification.

Experience: 12 years of experience in the preparation, implementation, and monitoring of environmental assessments and monitoring plans.

📌 Age Limit: Preferably 35 to 70 years

📌 How to Apply

Interested candidates must submit their Expression of Interest (EOI) online through the ADB's Consultant Management System (CMS).

Direct submission of EOIs to the PMU-KPCIP, LGE&RDD is not acceptable and will be rejected.

Last Date to Apply

24 August 2026

Applications must be submitted online through ADB's CMS no later than 24 August 2026.
