MUNICIPAL COMMITTEE CHAKWAL QUOTATION NOTICE Framework Procurement Rate Contract 2026-2027 Municipal Committee Chakwal hereinafter referred to as Procuring Agency invites electronic bids from eligible Contractors Firms Companies registered with the Punjab e-Procurement System EP System Board of Revenue PBR Federal Board of Revenue FBR Punjab Revenue Authority PRA having Active Taxpayer Status NTN and PNTN and all other mandatory documents as specified in Bidding Documents. Electronic bids shall be submitted through the Punjab e-Procurement System EP System on or before 12.08.2026 up to 11:00 AM. Electronic bids shall be opened on the same day at 11:30 AM through Punjab e-Procurement System EP System in accordance with the Punjab Procurement Rules 2014 as amended by the Government of the Punjab and Bidding Documents. Framework Procurement Rate Contract shall remain valid for Financial Year 2026-2027. 1 Bidding Procedure Bids prepared in accordance with Bidding Documents shall be submitted only through Punjab e-Procurement System EP System. Procurement shall be conducted under Single Stage One Envelope bidding procedure. No bid submitted through any mode other than Punjab e-Procurement System EP System shall be accepted. 2 Bid Security Bidder must furnish a Bid Security of Rs 500,000 Rupees Five Hundred Thousand Only in the amount and form specified in Bidding Documents. Bid Security shall remain valid for at least twenty eight 28 days beyond validity period of bid unless otherwise specified. 3 Submission of Bid Security Bid Security shall be furnished through Punjab e-Procurement System EP System in accordance with applicable provisions of Punjab Procurement Rules 2014 as amended Punjab Procurement Regulations 2024 procedures prescribed in Punjab e-Procurement EP System and Bidding Documents. Bidding Documents ensure that Bid Security of Rs 500,000 Rupees Five Hundred Thousand Only complies with all requirements prescribed and remains valid for required period. Any bid not accompanied with valid Bid Security or submitted in manner other than that prescribed in Bidding Documents and Punjab e-Procurement System shall be declared non-responsive. 4 Fake or Forged Documents Submission of fake forged or misleading documents including false declarations or invalid Bid Security shall result in rejection of bid and may lead to blacklisting and legal proceedings under Punjab Procurement Rules 2014 as amended Punjab Procurement Regulations 2024 and other applicable laws. 5 Rejection of Defective Electronic Bids Electronic bids found corrupt incomplete unreadable virus-infected ambiguous or otherwise non-compliant with requirements of Punjab e-Procurement System and Bidding Documents shall be rejected. 6 Applicable Procurement Laws This procurement shall be governed by Punjab Procurement Rules 2014 as amended Punjab Procurement Regulations 2024 PPRA Act Standard Procurement Documents issued by Punjab Procurement Regulatory Authority PPRA and All subsequent amendments notifications guidelines instructions issued by PPRA from time to time. 7 Right to Reject Procuring Agency reserves right to reject any or all bids at any time prior to acceptance in accordance with Rule 35 of Punjab Procurement Rules 2014 as amended. 8 Non-Responsive Bids Conditional incomplete misleading or otherwise non-responsive bids shall be rejected in accordance with applicable procurement laws and Bidding Documents. 9 Mode of Submission Only electronic bids submitted through Punjab e-Procurement System EP System shall be accepted. Bids submitted by hand courier post email or any other mode shall not be entertained. 10 Quotation of Rates Bidders shall quote item-wise unit rates against each item included in Framework Procurement Rate Contract. Percentage-based quotations premium discount quotations or conditional financial offers shall not be accepted. 11 Bid Validity Bids shall remain valid for One Hundred Twenty 120 days from date of opening of bids. Bid Security shall remain valid for at least twenty eight 28 days beyond validity period of bid unless otherwise specified.
