Bidding containing all terms and conditions requirements specification etc can be downloaded from https ep.punjab.gov.pk and PPRA Website and EPADS after date of publication under Rule 25 1 free of cost on PPRA Website and EPADS in accordance with sub regulation 4 of Punjab Procurement Regulation 2022. In case of public holiday due to any reason the date of receiving and opening tenders will be considered next working day. 3 The system shall maintain one single package containing Technical and Financial as inclusive of all taxes and in complete conformity with Bidding Document must be submitted online on E-procurement system website as per following schedule E-Bid Submission Date and Time 17.08.2026 till 11:30 AM E-Bid Opening Date and Time 17.08.2026 till 11:30 AM 4 The bidders shall submit original bid security 3 percent of estimated cost as mentioned in above table under Rule 27 of PPRA 2014 Chapter VI in envelope clearly marked with Bidding document number and Title. It must be in shape of CDR Bank Guarantee Demand Draft Pay Order of any scheduled bank in favor of RO CTD Rawalpindi before 17.08.2026 at 11:30 AM under Rule 27 3 of PPRA 2014. 5 On acceptance of tenders the bidders shall deposit CDR performance guarantee under PPRA Rules 2014 Section 56 Chapter VII 3 percent of total value of contract in form of deposit at call in name of RO CTD Rawalpindi and draw contract agreement 6 RO CTD Rawalpindi reserves rights to reject all E-Bids or proposals at any time prior to acceptance of E-Bids or proposals under Rule 35 of PPRA 2014. 8 The procuring agency shall upon request communicate to any bidder grounds for its rejection of all E-Bids or proposals but shall not be required to justify those grounds. 7 Tendering process Conditions will be as per Punjab Procurement Rules 2014 Section 38 2 a Single Stage Two Envelope as explained in E-Bidding Documents Technical Samples brochures etc of each item shall be mandatory wherever applicable which will be evaluated. 8 Successful bidders shall have to provide Affidavit to ensure Active Taxpayer List ATL and non blacklisting certificate from relevant Departments Authorities as mentioned in E-Bidding documents must accompany Technical Bids. All taxes will be deducted from bills as per Government rates. 9 The repeated orders shall not exceed 15 percent of original procurement under rule 59 c iv. 10 The URL of website of PPRA is https eproc.punjab.gov.pk home Tender and response time calculated exclusively from date of publication of advertisement on website of PPRA. Note All assessments and procuring procedure i.e. receiving opening and awarding etc shall be governed by Punjab Procurement rules 2014 Amended. Bidders are advised to ensure uploading the bids on E-Procurement System well before submission deadline and not wait for bid date and time to upload the Bid. Bid submission on EP System shall entirely be responsibility of bidders This department shall not be responsible for any issues. Late comers will not be allowed to participate in Tender proceeding.
