Renovation/ upgrading works for proposed Centres of Excellence (Lot 4, 5 and 6) in the Pakistan TVET Sector Support Programme (TVET SSP)

Description

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is currently implementing its project TVET Sector Support Programme in Pakistan and as part of this project GIZ intends to award the contracts for renovation work on three (03) Centres of Excellence (CoE) to be established at the national training institutes mentioned below at Lot 4 of CoE Gilgit, Lot 5 CoE Skardu & Lot 6 CoE Quetta, Pakistan with scope of work including Renovation/Rehabilitation work in the centres and Sector specific interventions. Tender procedure from invitation to tender until signing of contract is expected to take place between April 2026 and January 2028 and construction work is expected to be performed and completed approximately within 12 months from signing of contract. To qualify for consideration in the tender procedure, interested companies are required to submit documents specified in EOI including official letter expressing interest, company details, copy of company registration certificate, valid and active Sales Tax & NTN certified copies, copy of valid PEC registration/license C3 and above having Specialization codes CE01, CE10, EE01, EE02, EE04, EE05, EE06, EE07, EE08, EE11, ME02, CE01, CE09, CE10, signed declaration of no ongoing litigation or arbitration proceedings, working experience of at least 5 years in the field of construction and renovation works, completion certificates for at least 3 similar-kind public sector projects each with a minimum value of PKR 50 million and completed within the last 5 years, total value of works of similar nature as specified for each of the last three (3) years with annual total turnover for each of the last three (3) years, and capacity of permanent staff for construction site including Civil Engineers/Site Supervisors (5), Electrical Engineers (2), MEP Engineers (2), Mechanical Engineers (2), Surveyors (2), Draftsman (1), Quantity Surveyor (1), Concrete Mixer, Compactor, Excavator, Dumper Trucks, Forklift along with list of key machinery and equipment owned by the firm. Estimated project values are Lot 5 (GVTC Skardu): PKR 192 million and Lot 6 (VVTC Quetta): PKR 298 million, and for companies applying for multiple lots, average annual turnover will be compared to the cumulative turnover for the respective lots. The information and documents specified must be submitted to GIZ in hard copy in a sealed envelope on or before 06.05.2026 Day end (before 12:00 AM midnight) to GIZ Country Office, Procurement Section, Level 2, Serena Business Complex, Khayaban-e-Suhrawardy, G5/1, Islamabad Capital Territory with envelope clearly labeled "Expression of Interest (EOI) for: 10005010 - Renovation/ upgrading works for proposed Centres of Excellence in the Pakistan TVET Sector Support Programme (TVET SSP) - Gilgit Skardu & Quetta, RFP process", and only up to 08 eligible firms will be shortlisted for each lot for further RFP process.
