Request for Proposal (RFP) for 2MWp Extendable up to 3 MWp Solar Power Plant Based On Built Operate and Transfer Agreement (BOT) Basis

Heavy Mechanical Complex (HMC), Taxila, invites sealed bids from reputed Solar Power Plant Project Developers for installation of a 2MWp Grid-Connected Solar Power Plant under Built Operate and Transfer Agreement, with project initially covering a capacity of 2 MWp which is extendable up to 3 MWp if required, and interested parties should offer two alternative bids for both 2 MWp and 3 MWp. RFP documents can be obtained from the office of the Head (SCM) upon payment of a non-refundable fee of PKR 1,500, bidders are required to furnish a bid security equivalent to 2% of the total bid value in the form of an unconditional Bank Guarantee, and the bids complete in all respects must be submitted in sealed envelopes addressed to CFO, clearly marked with 2MWp (Extendable up to 3 MWp) Solar Power Plant Based on BOT Basis and prepared in accordance with the instructions in bidding documents, and must reach HMC Taxila no later than 18 May 2026 by 03:00 PM. Technical bids will be opened on the same day at 03:30 PM at Conference Room, HMC Administrative Block, Taxila in the presence of the bidder or their authorized representatives who wish to attend, and for further information, please contact the SCM department at 051-9314181-5 or via email at procurement.hmc@gmail.com, with project site can be visited by intimation to SCM Department and Technical Team of HMC is available for pre-bid discussion on site. HMC reserves the right to accept or reject all bids and to annul the tendering process at any stage prior to award of the Contract.
