Establishment of New Terminals & Revamping of Existing Terminals Sightseeing Bus Service in Punjab one at Faisalabad (Package-1)
Description
E-Tender Notice issued by PMU-TDCP inviting bids from well-reputed firms for the establishment of new terminals and revamping of existing terminals for the sightseeing bus service in Punjab, specifically located at Faisalabad under Package-1. Bidding is open to firms registered on e-PADS as per Regulation-7(1) of PPRA Regulations-2024, holding a valid PEC License in relevant categories, and active as filers with NTN and PRA.
Procurement follows a Single-Stage Single-Envelope bidding procedure carried out exclusively through the E-PAK Acquisition & Disposal System (e-PADS) of the Punjab Procurement Regulatory Authority (PPRA).
Eligibility & Regulatory Criteria:
PEC Category: Valid registration with the Pakistan Engineering Council (PEC) in Category C-5 and above with specialized codes CE-01, CE-09, CE-10.
Experience & Financials: At least 2 past completed projects in the last 5 years within the Public Sector, possessing an annual construction turnover at least equal to or above the general nature of these civil works/projects, supported by completion certificates.
Legal Status: Bidders must submit a formal certificate confirming non-blacklisting by PPRA and TDCP as per PPRA Rules 2014. Joint ventures must strictly ensure that electronic bids or proposals are clear of corruption, viruses, or unreadable files to prevent rejection under Regulation-8(4) of PPRA Regulations-2024.
Submission Mechanics:
Bids must be uploaded onto e-PADS in soft copy.
Concurrently, a hard copy (in original) of the Bid Security in the shape of a CDR/Unconditional Bank Guarantee must be safely delivered to the office of the Project Director before the E-bid submission deadline.
A Pre-bid Meeting is scheduled to take place on May 19, 2026, at 12:00 hours at the Conference Room, PMU-TDCP, Lahore.
