Framework Contract for Procurement of IT Equipment, Furniture & Fixture, Plant & Machinery, and General/Other Items for the Financial Year 2026-27

Description

Invitation for Bids (IFB No. SO(P-II)1-1/2026-27) for a comprehensive framework contract to procure various operational and asset items for the SHC&ME Department during the financial year 2026-27. Bidding will be conducted through the Single Stage Two Envelopes bidding procedure in accordance with Rule 38(2)(a) of the Punjab Procurement Rules-2014. The procurement process is fully digitalized and will be executed via the E-Pak Acquisition and Disposal System (e-PADS).

Logistics & Submission Guidelines:

Portal Framework: Bidders must submit their technical and financial proposals electronically through the e-PADS portal. Manual or physical submissions are strictly prohibited and will be rejected. Bidders must be registered on the e-PADS platform to participate.

Dossier Retrieval: A complete set of bidding documents containing detailed specifications, item lists, and terms & conditions can be downloaded directly from the e-PADS portal or from the official websites of the SHC&ME Department (https://health.punjab.gov.pk) and PPRA (https://ppra.punjab.gov.pk).

Financial Instruments & Fees: A non-refundable tender fee of 1,000 PKR must be paid, and proof must be attached with the submission. A scanned copy of the 2% bid security must be uploaded onto e-PADS, while the original physical instrument must be delivered to the department's office before the submission deadline.

Opening Venue: Electronic bids will be unsealed publicly on the e-PADS platform at the Committee Room of the Specialized Healthcare & Medical Education Department, 11-A, Lawrence Road, Lahore.
