Construction of Women Center Facilities at Thull Court Mehar

Notice Inviting Tender No. 02-Z/2025 for the structural construction of specialized civil infrastructure to serve as a Women Center Facility at the Thull Court in Mehar, Dadu. Procurement will follow the Single Stage Two Envelope Bidding Procedure under SPPRA Rules 2010 (Amended 2022). Bids must be processed electronically via the SPPRA e-Procurement (ePADS) system.

Operational and Eligibility Guidelines:

Professional Registration: Competing contractors must hold valid registration with the Pakistan Engineering Council (PEC) for the current financial year in categories covering building construction, with specialized codes CE04, CE06, or EE11 (Electrical works).

Prior Track Record: The bidding firm must have completed at least two (02) assignments of a similar nature, scope, and complexity (civil infrastructure/women facilities) during the last three (03) years. Proof of work orders and completion certificates must be enclosed.

Financial Standing: Bidders must have a verified financial turnover reaching at least 10 Million PKR within the trailing three (03) financial periods. Certified audited financial statements and bank auditing vouchers for the last 3 years are mandatory.

Tax Status & Certifications: Active registration with the Federal Board of Revenue (FBR) is required, and the firm must be listed on the Active Taxpayer List (ATL). Valid NTN, GST, and SRB (Sindh Revenue Board) registrations are mandatory.

Staffing and HSE Policies: Bidders must employ a registered site engineer (B.E./B.Sc Civil with minimum 1 year experience or DAE with minimum 5 years experience) and maintain a formal Health, Safety, and Environment (HSE) policy along with a designated site supervisor.
