Establishment of New Terminals & Revamping of Existing Terminals Sightseeing Bus Service in Punjab (Package-2)
Description
PL-4877. The PMU-TDCP invites electronic bids through the e-PADS system as per Regulation-7(1) of PPRA Regulations-2024 for the civil works package involving the setup of new terminals and modernization/revamping of operational sightseeing bus network structures in Punjab (Package-2). The procurement uses a single-stage single-envelope bidding procedure.
Operational Compliance Steps:
PEC Registration Benchmarks: Participating engineering contractors must hold a valid, active Pakistan Engineering Council (PEC) license for the current fiscal period in category C-5 and above. Specialized code validations must include CE-01, CE-09, and CE-10.
Corporate & Financial Standing: Bidders must maintain an active filer status with the National Tax Number (NTN) registry and Punjab Revenue Authority (PRA). The firm must have successfully executed at least two (02) public sector civil works projects of a similar nature and scale over the past five years. Bidders must show proof of an annual construction turnover at least equal to or above the estimated cost of this project.
Digital Workflow System: Bidding documents containing specific structural criteria and execution clauses can be obtained free of cost from the official TDCP portals (www.tdcp.gop.pk/tenders or www.tdcp.punjab.gov.pk/tenders) or the head office in Lahore. Bidders must submit e-bids by uploading PDF copies via e-PADS (www.punjab.eprocure.gov.pk). Manual or physical paper bids will not be accepted, and each page of the online bid offer must be signed and stamped.
Financial Security Instruments: The 5% bid security must be provided in the form of a Call Deposit Receipt (CDR) or an unconditional Bank Guarantee for the amount of Rs. 2,120,000/-. Bidders must upload a soft copy of the instrument on e-PADS and ensure the original physical financial instrument is delivered by hand to the Project Director's office prior to the submission deadline hour.
Administrative Mandates: Bidders must provide a formal non-blacklisting affidavit under Punjab PPRA Rules 2014. A mandatory pre-bid orientation meeting is scheduled for 19 May 2026 at 1200 hours at the PMU-TDCP Conference Room, Lahore.
