SSPA Sindh Jobs 2026 – Individual Consultant Positions
The Sindh Social Protection Authority (SSPA), Social Protection Department, Government of Sindh, through its Project Management & Implementation Unit (PMIU), has invited Expressions of Interest from qualified professionals for individual consultant positions under the project “Strengthening Social Protection Delivery System in Sindh (SSPDS)”.
The Government of Sindh has received financing from the International Development Association (IDA) under Credit No. IDA/7229-PK to strengthen the social protection delivery system in Sindh. Part of the project financing will be used to procure individual consultant services on a purely contractual basis.
Applications are invited from experienced professionals for positions in software development, networking, financial management, and information security.
Available Positions
1. Android Developer
No. of Post: 01
At least Bachelor's degree (16 years of education) in Software Engineering, Computer Science, Information Technology, or a related field.
Experience & Skills
Minimum 5 years of experience as an Android Developer or equivalent.
Proven experience working with Flutter for large software projects.
Experience rolling out application updates through Android platform app stores.
Strong understanding of client-facing software optimization.
Knowledge of the complete mobile application development life cycle.
Experience with Android SDK.
Expertise in offline storage, threading, and performance tuning.
Experience working with remote data through REST, JSON, and HTTP web services.
Experience with version control systems such as Git, SVN, TFS, etc.
Good analytical and communication skills.
2. Network Support Engineer
No. of Post: 01
Minimum 16 years of education in Computer Science, Information Technology, Computer Engineering, Telecommunications, Network Engineering, or another relevant discipline.
Degree must be from an HEC-recognized university.
Experience
Minimum 2 years of relevant professional experience in network administration, network support, or IT infrastructure support.
Experience installing and maintaining LAN, WAN, and wireless networks.
Practical experience with managed switches, routers, wireless access points, and structured network cabling.
Exposure to cloud networking platforms such as Microsoft Azure, AWS, Google Cloud, or similar will be an advantage.
Experience working in public-sector organizations or donor-funded projects will be considered an asset.
Skills
Sound understanding of TCP/IP, subnetting, VLANs, DHCP, DNS, and routing fundamentals.
Good analytical and problem-solving skills.
Good communication skills in English and Urdu.
Knowledge of Sindhi will be an advantage.
3. Payment Specialist
No. of Post: 01
Minimum 16 years of education in Finance, Commerce, or a related field from a reputed local or foreign university recognized by HEC.
Professional qualifications such as CA, ACMA, or ACCA may also be considered.
Experience
Minimum 8 years of post-qualification experience in the public or private sector.
Relevant experience in financial management and large-scale beneficiary payment disbursement.
Experience in proposing and developing beneficiary payment solutions.
Working knowledge of public/private-sector accounting.
Thorough understanding of the Public Financial Management (PFM) cycle and regulatory mechanisms.
Experience with financial modeling for large-scale beneficiary service disbursement will be an added advantage.
Skills
Strong interpersonal and relationship-building skills.
Ability to effectively coordinate with payment service providers and project stakeholders.
Ability to work effectively with diverse groups and individuals.
4. Information Security Specialist
No. of Post: 01
Minimum 16 years of education in Cyber Security, Information Security, Computer Science, Information Technology, Computer Engineering, Telecommunications Engineering, or another relevant discipline.
Degree must be from an HEC-recognized university.
Experience
Minimum 3 years of relevant experience in Information Security, Cyber Security, or IT Security.
Experience conducting Vulnerability Assessment and Penetration Testing (VAPT).
Experience securing web applications, APIs, and mobile applications.
Experience with Linux and Windows Server security.
Experience working with cloud environments such as Azure, AWS, Google Cloud, PTCL QCloud, or equivalent.
Experience using common security assessment tools.
Experience working on government or donor-funded projects will be considered an advantage.
Skills
Good understanding of application security principles and Secure SDLC.
Strong analytical and technical report-writing skills.
Good communication skills in English and Urdu.
Knowledge of Sindhi will be an advantage.
Employment Type
These positions are for Individual Consultant Services and will be procured on a purely contractual basis under the SSPDS project.

Selection Method
Consultants will be selected through the Open Competitive Selection of Individual Consultants method in accordance with the World Bank Procurement Regulations for IPF Borrowers (November 2020).
Interested consultants should also take note of the World Bank's provisions regarding conflict of interest, as outlined in Section III, paragraphs 3.14, 3.16 and 3.17 of the applicable Procurement Regulations.
