Faisalabad Electric Supply Company (FESCO) is a leading public utility company in Pakistan's power sector, responsible for electricity distribution to more than 5.8 million customers across eight districts of Punjab, including Faisalabad, Chiniot, Sargodha, Jhang, Toba Tek Singh, Khushab, Mianwali, and Bhakkar.
FESCO has announced an Employment Opportunity for Chief Information Technology Officer (CITO) and is seeking a highly qualified and experienced IT professional, male or female, who can lead enterprise-level information technology operations, digital transformation initiatives, and IT governance. The selected candidate will report directly to the Chief Executive Officer (CEO) and will play a key leadership role in aligning FESCO's technology strategy with its corporate objectives.

Candidates must possess a 16-year Bachelor's Degree (Honours) in Computing, Data Analytics, Telecom, MIS, Artificial Intelligence, Robotics, Cyber Security, Information Technology, Computer Science, Software Engineering, or a related field.
Alternatively, candidates holding a Master's degree in Computer Science, Information Technology, or a related discipline from an HEC-recognized local or foreign university are eligible.
An MS or M.Sc. (18-year degree) in Computer Science, IT, Artificial Intelligence, Robotics, or a related field from an HEC-recognized university will be given preference.
Experience Requirements
Applicants must have:
At least 15 years of post-qualification experience.
Minimum 3 years of experience in a senior management position in the public or private sector.
Extensive knowledge of information systems, software, programming languages, frameworks, techniques, and emerging IT trends.
Demonstrated experience in managing major organizational changes and complex IT initiatives.
Strong change-management and leadership capabilities.
Experience integrating teams across multiple business units.
Experience managing geographically dispersed teams/workforces.
Experience designing and implementing effective information governance frameworks.
Excellent verbal and written communication skills.
Candidates must also fulfill the Fit and Proper Criteria prescribed under applicable public-sector corporate governance and state-owned enterprise laws and regulations.
Key Responsibilities of CITO
The Chief Information Technology Officer will be responsible for leading FESCO's IT function and ensuring the effective use of information and communication technologies to achieve organizational objectives.
Major responsibilities include:
Develop and implement FESCO's IT strategy, policies, protocols, and standards.
Ensure IT operations remain aligned with organizational strategies and business requirements.
Manage IT vendor, contractor, and service-provider negotiations.
Prepare and manage IT budgets.
Lead and manage FESCO's IT department and personnel.
Oversee all IT operations and service delivery.
Coordinate with other department heads to improve technology-enabled services.
Maintain effective relationships with key electricity-sector IT stakeholders, including PITC.
Monitor emerging technologies and IT developments.
Continuously review and update IT strategies, policies, and standards.
Salary & Employment Terms
The selected candidate will receive a market-competitive lump-sum salary package.
The appointment will initially be made on a three-year contract, including a six-month probation period. The contract may be extended by the Board subject to satisfactory performance, achievement of Key Performance Indicators (KPIs), and applicable terms and conditions.
The position will remain non-regularized and non-pensionable under Government Rules.
