The Ministry of Planning, Development & Special Initiatives (MoPD&SI) is the apex planning body of the Government of Pakistan, responsible for formulating national development strategies, socio-economic policies, and long-term planning frameworks. Through the Planning Commission of Pakistan, the Ministry provides technical expertise, policy guidance, and strategic oversight for Public Sector Development Programmes (PSDP), infrastructure development, economic planning, and institutional reforms across the country.
To strengthen its technical capacity, the Ministry has announced a career opportunity under the project "Capacity Building and Institutional Strengthening of Ministry of Planning, Development & Special Initiatives." Applications are invited from experienced and qualified Pakistani professionals for the position of Quantity Engineer (PPS-10) on a purely contract and merit basis.

Educational Qualification
Applicants must possess one of the following qualifications from an HEC-recognized institution:
Bachelor of Engineering (BE) in Civil Engineering with 16 years of relevant field experience, or
Master's Degree in Civil Engineering or a related discipline with 14 years of relevant field experience.
Experience Requirements
Candidates should have 10–15 years of relevant professional experience in one or more of the following areas:
Project appraisal and evaluation
Review of PC-I documents
Quantity surveying
Cost estimation and budgeting
Cost variation analysis
Contract administration
Public sector development projects (PSDP)
Project implementation support
Monitoring and evaluation
Technical review of development projects
Any additional assignments assigned by the Ministry
Key Responsibilities
The selected Quantity Engineer will be responsible for:
Evaluating and reviewing development project proposals.
Assessing project costs and preparing technical estimates.
Reviewing PC-I documents and project feasibility.
Conducting quantity surveying and contract administration.
Monitoring the implementation of public sector development projects.
Providing technical advice and policy support to the Planning Commission.
Assisting in project evaluation, performance monitoring, and reporting.
Performing other technical assignments assigned by the Ministry.
Appointment will be made purely on a contract and merit basis.
Candidates currently serving in Government or Semi-Government organizations must apply through the proper channel.
