Notice No. WASA/XEN(P&P)/2026/09. Sealed tenders on an item-rate basis are invited from active Engineering Firms/Contractors registered with the Pakistan Engineering Council (PEC) for the execution of mega civic infrastructure works. The procurement is split into two distinct lots under the Annual Development Program, focusing on improving the municipal water distribution and wastewater disposal footprint inside Faisalabad city. PEC & Registration Standings: Contractors must possess a valid Pakistan Engineering Council (PEC) registration license for the current calendar year in category C-5 or above, featuring specialized code validations explicitly matching municipal water and sewerage engineering. Firms must maintain active filer records with both the Federal Board of Revenue (FBR) for NTN and the Punjab Revenue Authority (PRA) for provincial sales tax.
Digital Sourcing System: In strict compliance with provincial directives, the procurement workflow is executed through the Punjab e-Pak Acquisition and Disposal System (ePADS). Bidding documents and detailed scope grids can be viewed and downloaded online via https://punjab.eprocure.gov.pk. Contractors must upload their complete technical and financial proposals in PDF format onto the ePADS platform before the cutoff deadline. Manual or offline paper submissions are strictly barred.
Financial Security Tools: Bid security amounts are fixed (approximating 3% of estimated costs) and must be prepared as a Bank Guarantee, Bank Draft, Pay Order, or Call Deposit Receipt (CDR) from a scheduled bank in favor of "Managing Director WASA, FDA, Faisalabad". A scanned copy must be appended to the online system, while the physical original security instrument must be hand-delivered to the office of the Executive Engineer (P&P) before the closing hour.
Administrative Details: Bids will be unsealed electronically via the ePADS dashboard at the WASA Main Office Complex, Club Road, Faisalabad, in front of participating operators. Procuring authorities reserve the right to reject all bids or nullify the process at any stage prior to acceptance under Rule-35 of Punjab PPRA Rules 2014.
